📌 What to do before booking

Check the latest DoPT order, your department's LTC procedure, your block/entitlement and the travel entitlement applicable to you. Do not rely on an older article or an expired special dispensation.

Update rule for this article: The “Latest LTC Updates” box should be reviewed whenever DoPT issues a new LTC OM, especially around 25 September 2026 when the current special air dispensation is due to expire.

1. What is LTC?

Leave Travel Concession is a Central Government service benefit governed principally by the CCS (LTC) Rules, 1988 and subsequent DoPT instructions. It is a travel concession, not a general holiday-expense reimbursement.

Usually relevant

  • Eligible travel fare for the employee and eligible family members.
  • Applicable travel entitlement and admissible route.
  • Prescribed departmental procedure before and after travel.

Do not assume it covers

  • Hotel and accommodation bills.
  • Food and sightseeing expenses.
  • Any expensive ticket simply because it was actually purchased.

2. Home Town vs Anywhere in India

FeatureHome Town LTCAnywhere in India LTC
DestinationDeclared/accepted Home TownEligible destination in India
FrequencyDepends on the applicable four-year block, fresh-recruit provisions and any current relaxation
Special conversionMay be converted where a specific Government order permitsMay be used for special destinations when the current order permits

3. Understand the four-year block

Step 1

Identify the LTC block applicable to you and your remaining entitlement.

Step 2

Decide whether the proposed journey is Home Town, Anywhere in India or a permitted special conversion.

Step 3

Get the required leave sanctioned and complete the department's LTC intimation/permission process before travel.

Step 4

Travel within the entitled class/mode and keep the documents needed for the claim.

4. Fresh recruits — the special pattern

DoPT FAQ: Fresh recruits can travel to their Home Town with family on three occasions in a four-year block and to any place in India on the fourth occasion. This special facility applies to the first two personal four-year blocks after first joining Government service, subject to the detailed rules.

Personal blocks

The first two four-year blocks are personal to the recruit and are linked to the initial date of joining Government service, even if the employee later changes Government jobs.

Calendar-year calculation

DoPT's FAQ explains that the fresh recruit's LTC entitlement is calculated calendar-year-wise after completion of one year of regular service.

5. Family eligibility

  • Family eligibility is rule-based; “travelling with me” does not automatically mean “eligible family member”.
  • Parents and/or step-parents satisfying the applicable dependency conditions are included under the amended definition.
  • Other relationships can carry specific conditions. Verify the exact relationship before filing a claim.

6. Reimbursement: the easiest way to understand it

Think in terms of admissible fare, not just actual spending. Entitlement, route, mode and the applicable instructions determine the claim.

Example A

Admissible fare ₹7,800; actual fare ₹7,200. You cannot claim ₹7,800 merely because that is the ceiling. The admissible claim is governed by the applicable rules and actual fare.

Example B

Admissible fare ₹7,800; actual fare ₹10,500. The extra ₹2,700 does not automatically become reimbursable just because you paid it.

Shortest-route principle: LTC reimbursement is generally linked to the normal admissible fare for the entitled class between the relevant points by the prescribed/shortest route, subject to the applicable instructions.

7. Air travel — important rules

For LTC air travel, DoPT's 29 August 2022 instructions identify three Authorized Travel Agents (ATAs): Balmer Lawrie & Company Ltd. Ashok Travels & Tours IRCTC.

  • Choose the best available/cheapest fare in the entitled class, preferably non-stop within the relevant time slot.
  • Booking at least 21 days in advance is encouraged.
  • One ticket per leg is permitted; holding multiple tickets is not allowed.
  • Self-booking should use the authorized agents' digital systems.
  • Unauthorized-agent booking requires relaxation by the competent authority in unavoidable circumstances.

8. Special air dispensation

NER / J&K / Ladakh / A&N: The latest published extension available for this special dispensation runs until 25 September 2026. It can be used in lieu of Home Town LTC or against Anywhere in India LTC subject to the order's conditions.

For employees not normally entitled to air travel, the special scheme has allowed economy-class air travel on specified sectors/conditions. Exact fare, route and booking conditions must be checked in the operative DoPT order.

9. Interactive leave-encashment checker

10. Interactive reimbursement estimator

Educational estimator only. The actual claim depends on entitlement, route, mode, ticket conditions and the applicable Government/departmental instructions.

11. Real-life examples

Example 1 — Family visits Home Town

An employee and eligible family members travel to the declared Home Town during sanctioned leave. The employee completes the required LTC procedure before travel and claims the admissible fare for the entitled class/route. Hotel and food bills are not added merely because they were incurred during the holiday.

Example 2 — Employee buys an expensive flight

The employee voluntarily selects a costly flight. The full ticket price should not be assumed reimbursable. Air-LTC booking instructions require best available fare and authorized-agent procedures.

Example 3 — Fresh recruit

A new Government employee within the first two personal blocks should use the fresh-recruit framework rather than blindly applying the standard block calculation used for regular beneficiaries.

12. Before you travel — checklist

13. Common mistakes

Booking first

Do not assume post-facto regularisation is automatic.

Holiday expenses

LTC is not a hotel, food or sightseeing reimbursement.

Ignoring fare rules

Actual spending is not automatically the admissible claim.
