Transfer & Joining Time Rules

A practical, interactive guide to transfer in public interest, joining time, distance bands, joining time pay, special-region provisions and the checks to make before moving to your new office.

๐Ÿ—“๏ธ Rules checked: 15 Oct 2026๐Ÿš† CCS (Joining Time) Rules, 1979๐Ÿงญ Interactive tools
Important scope note: This guide primarily explains Central Civil Services (Joining Time) Rules, 1979 and related DoPT instructions. Transfer policy, transfer TA/DA, accommodation, tenure and station-specific restrictions may be governed by separate cadre/department orders. The latest consolidated DoPT joining-time instructions located for this page are dated 12 September 2022; the underlying Rules were amended, among other times, on 27 March 2015. Always check later department-specific orders and your transfer order before acting.

๐Ÿงญ The rules at a glance

The key question is not simply โ€œHow many days do I get?โ€ First establish the nature of transfer, whether residence changes, distance and the applicable service rules.

๐Ÿข

Public-interest transfer

Joining time is ordinarily considered when a covered employee is transferred in public interest to another post/station.

๐Ÿ“

Same station

Where the new post is at the same station, or no change of residence is involved, the ordinary limit is generally not more than one day.

๐Ÿš†

Change of residence

For inter-station transfers involving a residence change, the normal distance-based bands are 10, 12 or 15 days, subject to the rules and exceptions.

Remember: Joining time is not an automatic holiday. It is a rule-based period for travel and joining after a qualifying transfer. Obtain sanction/confirmation from the competent authority and join within the admissible period.

๐Ÿ‘ค Who is covered?

The CCS (Joining Time) Rules, 1979 generally apply to government servants appointed to civil services and posts under the Central Government, including work-charged staff, subject to the Rules.

โœ…

Usually within scope

Covered Central Government civil employees transferred in public interest, subject to applicable service and transfer conditions.

โš ๏ธ

Check separate rules

Railway employees, Armed Forces/defence-estimate personnel, contract staff, non-whole-time employees and contingency-paid staff are excluded from the general scope stated in Rule 1. Other cadres may have separate rules.

Deputation / foreign service: Where the employee moves to an organisation with its own joining-time rules, those rules or the expressly agreed deputation terms may govern. Read the appointment/deputation order and both organisationsโ€™ rules.

Joining time is not the same as transfer TA

Joining time, transfer travelling allowance (TA), daily allowance (DA), shifting/reimbursement claims and joining-time pay are distinct issues. Eligibility and admissible amounts should be verified separately under the applicable TA rules and department instructions.

๐Ÿงฎ Joining Time Estimator

Use this as a preliminary guide for a normal transfer under the CCS (Joining Time) Rules. It does not sanction leave or replace a competent authorityโ€™s decision.

๐Ÿงณ

Estimate the normal joining-time band

Enter the transfer circumstances below.
Distance by direct routeNormal joining-time band*
1,000 km or less10 days
More than 1,000 km up to 2,000 km12 days
More than 2,000 km15 days

*The distance schedule is for a qualifying transfer involving change of residence. The rules include specific treatment for same-station/no-residence-change cases and a two-day additional-time note for specified regions. Verify the current consolidated rules, exact geography and individual facts before relying on an estimate.

โฑ๏ธ When does joining time begin?

Relieving in the forenoon

Joining time ordinarily starts from the date on which charge is handed over if the employee is relieved in the forenoon.

Relieving in the afternoon

Joining time ordinarily starts from the following date if charge is handed over in the afternoon.

Revised destination during transit

If, while travelling on transfer, the employee receives orders to proceed to a different place from the original destination, Rule 6 contains a specific provision for a fresh spell of full joining time from the day following receipt of the revised orders, subject to its terms.

๐Ÿ—“๏ธ The relieving date, forenoon/afternoon, date of receipt of revised orders and actual joining date can materially affect the calculation. Preserve the relieving order, travel tickets and joining report.

๐Ÿ’ฐ Joining time pay & unused joining time

๐Ÿ’ต

Pay during joining time

An employee on admissible joining time is treated as on duty and is generally entitled to joining-time pay based on the pay drawn before relinquishing charge, with admissible DA, subject to the Rules.

๐Ÿ“š

Unused joining time

Unutilised joining time is regulated under Rule 6 and the relevant CCS (Leave) Rules, including the provisions for credit to Earned Leave. Confirm the precise calculation with Establishment/Accounts.

๐Ÿ“

Sanction and payment

The competent authority exercising administrative control over the employee proceeding on transfer sanctions admissible joining time. The new administrative authority generally bears joining-time pay as described in the 2015 amendment.

๐Ÿšซ

Do not overstay

Under FR 108, a government servant who does not join within joining time is not entitled to pay or leave salary after its expiry; wilful absence may be treated as misconduct.

Joining time can be combined with regular leave subject to the applicable rules, but Casual Leave is not treated as regular leave for this purpose. Obtain written approval before planning any combination.

๐Ÿ’ผ Transfer TA/DA: what can be claimed?

Transfer travelling allowance is separate from joining time. The Department of Expenditure's 7th CPC instructions cover the employee/family journey, Composite Transfer Grant (CTG), transportation of personal effects and transportation of conveyance, subject to eligibility and conditions.

๐Ÿš†

Journey of employee & family

Travel entitlement depends on pay level, mode/class, eligible family members and the applicable orders. Claim only admissible journeys and retain tickets/required supporting documents.

๐Ÿ“ฆ

Personal effects

Transportation is regulated by pay-level-based limits and mode/rate rules. Actual expenditure, receipts/vouchers and special-region instructions can matter; this page does not invent a freight amount without the required details.

๐Ÿš—

Conveyance

Transportation of a motor car/two-wheeler is a separate component with prescribed limits and conditions. Verify vehicle category, route, mode and bill/receipt requirements.

๐Ÿ

Composite Transfer Grant (CTG)

CTG is generally linked to the last month's Basic Pay and qualifying relocation. The standard full rate is 80% of Basic Pay; reduced/special cases apply, including 1/3 CTG where transfer does not involve a change of residence, and 100% in qualifying transfers to/from the specified island territories.

Do not treat the CTG result as a guaranteed payment. CTG is generally not admissible for a transfer on own request or a transfer not in public interest. Special cases, actual change of residence, station distance and department-specific rules must be checked. The calculator below is a planning estimate only.

Transfer TA calculator โ€” CTG estimate

๐Ÿงพ Other transfer TA components โ€” claim checklist

ComponentWhat to verify before claiming
๐Ÿš† Employee/family journeyEligible family definition, pay-level travel entitlement, permitted mode/class, actual journey and required tickets/receipts.
๐Ÿ“ฆ Personal effectsApplicable weight/volume limit, route and mode, actual expense and vouchers. For transfers to/from NER, Ladakh, A&N or Lakshadweep, check the special 16 June 2022 instructions.
๐Ÿš— ConveyanceVehicle category, admissible mode/limit, actual transport and documentary proof.
๐Ÿงพ Submission deadlineFollow the current DoE TA claim time-limit instructions and your department's bill-processing requirements.
Practical tip: Ask Establishment/Accounts to confirm each component in writing. CTG, travel fare, personal-effects transport and conveyance reimbursement are separate heads; one does not automatically establish eligibility for the others.

๐Ÿ™‹ Transfer on own request

Do not assume that joining time and related benefits available on a public-interest transfer will automatically apply to a transfer requested by the employee.

๐Ÿ“จ

Request transfer

The intervening period between relinquishing charge and joining the new post may need regularisation through admissible leave, depending on the governing instructions and facts.

๐Ÿ›๏ธ

Administrative decision

Check the transfer order wording, whether the transfer is expressly at own request, and the specific departmental/cadre policy. Seek a written decision on joining time, TA/DA and treatment of the intervening period.

Before travelling, ask Establishment in writing: โ€œIs joining time admissible in my case, and how will the period between relieving and joining be regularised?โ€ Do not assume that simply reporting late can be regularised later.

๐Ÿงฉ Special situations to check

๐Ÿ”๏ธ

Specified remote regions

The 2015 amendment inserted a note allowing two days additional time in cases of transfer to or from the Eastern Region (including Sikkim), Andaman & Nicobar Islands, Lakshadweep and Ladakh, over and above normal joining time calculated by actual distance. Confirm applicability to the exact transfer.

๐Ÿšš

Surplus staff / redeployment

Specific provisions address surplus staff transferred under the scheme regulating redeployment. Check the relevant scheme and orders rather than relying only on the general calculator.

๐Ÿง‘โ€๐Ÿ’ผ

Appointment after open competition

Rule 4, as amended, contains conditions for certain appointments through competitive examination/interview open to government servants and others, including the option to count past service. Verify the exact conditions.

๐Ÿ›ซ

Deputation / return journey

For employees moving between governments or organisations, the applicable rules can depend on the borrowing organisationโ€™s rules and the express terms mutually agreed by lending and borrowing authorities.

๐Ÿ—‚๏ธ A practical transfer workflow

Read the transfer order

Confirm effective date, public-interest/own-request status, destination, reporting authority, relieving instructions and any special conditions.

Ask for a joining-time calculation

Give Establishment the direct-route distance, residence-change facts and any special-region details. Ask the competent authority to confirm the admissible period in writing.

Plan travel and handover

Keep the relieving order, charge report, travel proof and any revised instructions. Clarify whether travel days, holidays or leave combinations affect your case.

Report and claim separately

Join within the authorised period and submit the joining report. Process transfer TA/DA or other reimbursement claims separately under the applicable rules.

โ“ Frequently asked questions

Is joining time available for every transfer?

No. The nature of transfer, public interest, change of residence, applicable rules and any separate cadre/organisation instructions matter. Temporary transfers up to 180 days have specific treatment under the Rules.

Is the distance measured by the route I actually travelled?

The rules refer to actual distance/direct route for the relevant calculation; weighted mileage used for fare in certain railway hill sections is not the same as actual distance. Ask Establishment to confirm the distance basis for your case.

Does the calculator decide my entitlement?

No. It is an indicative guide. It cannot decide whether your transfer qualifies, interpret every exception, sanction joining time or calculate TA/DA.

Can I take leave immediately after joining time?

Joining time may be combined with leave subject to the applicable rules, but obtain approval and make sure the joining-time period itself is correctly sanctioned.

What happens if I join after the permitted period?

FR 108 states that pay or leave salary is not admissible after the end of joining time if the employee has not joined; wilful absence may also be treated as misconduct. Contact your administrative authority immediately if delay is unavoidable.

Do these rules cover State Government employees?

This page focuses on Central Government civil posts. State Government employees, autonomous bodies, PSUs and specific services may have separate rules or adoption orders.
